⚫India's economy recovered faster than expected in the September quarter as a pick-up in manufacturing helped GDP clock a lower contraction of 7.5% and held out hopes for further improvement on better consumer demand. Manufacturing clocked a surprise 0.6% growth in July-Sept after it had shrunk by a massive 39% in the preceding quarter.
The agriculture sector grew by 3.4%, while the trade and services sector showed lower than expected contraction at 15.6%.
⚫The fiscal deficit touched 120% of the full year’s budget estimates in the first seven months of fiscal year 2020-21.
⚫The Supreme Court Friday directed the Govt to ensure that all steps be taken to implement its decision to forego interest on eight specified categories of loans paid upto Rs two crore in view of the pandemic.The eight categories of loans are MSME, Education, Housing, Consumer durable, Credit card, Automobile, Personal and Consumption.
⚫The Supreme Court Friday refused to permit reservation to doctors for admission in Super Specialty Medical Courses for the year 2020-2021.
⚫Delhi reported an increase of 5475 cases and 91 more deaths. In addition, a major mismatch has erupted between the number of deaths due to Covid-19 and the number of funerals conducted in the city.The municipal corporation has said over 10,300 such funerals were performed until Nov 23 while the official death toll was around 8,500

⚫The Centre will extend the e-way billing to co's with at least a Rs 100-crore turnover in January and for all co's in April next year for B2B transactions.
⚫The Central Govt has invited a group of farmers agitating against the farm Bills from Punjab for second round of talks on Dec 2, a section of the growers has decided to carry on with their march towards the national capital on November 26 and 27. Addressing a press conference the All India Kisan Sangharsh Coordination Committee said the farmers protest will continue indefinitely if the central Govt does not accede to their demands.
⚫More than 40 lakh new subscribers have been enrolled under the Atal Pension Yojana, Govt's pension scheme, so far this fiscal year. With the new additions, the total enrolments have crossed 2.63 crore, 
⚫The Ram Janmabhoomi Teertha Kshetra Trust has decided to launch a massive nationwide fund collection drive from today through December 25, according to Pejavara Mutt seer Vishwaprasanna Teertha.
⚫Indian Railways will resume train services in Punjab while following Covid-19 protocols from today. Train services to and from Punjab had been disrupted for months due to farmers' protests on railway tracks against the new farm laws.
⚫Delhi reported 6,224 new COVID-19 cases, 4,943 recoveries, and 109 deaths in the last 24 hours, according to Delhi Health Department.

⚫PM asked states to develop a state-specific export strategy and reviewed development projects worth Rs 1.41 lakh crore spread across 10 states and union territories. ⚫A day ahead of farmers slated protest march to Delhi against the Centre’s farm laws, Haryana heavily barricaded its borders with Punjab & suspended its bus service to the neighbouring state in a bid to foil the march. The police in Delhi, on the other hand, said it has rejected all requests received from various farmer organisations to protest in the national capital
⚫BSE has also declared Karvy Stock Broking as a defaulter and expelled the brokerage house from its membership after a similar action was taken by NSE. Without authorisation, Karvy had transferred securities of clients into its demat accounts by misusing PoAs  given by its clients. The firm had misused client collateral for its own trades.
⚫India is now the 7th most affected country by active cases, 3rd by fatalities, and 2nd by total cases, India has added 309,309 cases in the past seven days.

⚫A nationwide strike by trade unions in protest against the BJP-led Centre's economic policies hit normal life in Kerala, parts of West Bengal, Assam and Telangana as public transport went off-road and banking services were disrupted. However, the SBI & private sector banks were functional.

⚫The Govt extended the Emergency Credit Line Guarantee Scheme to the health sector and 26 other sectors identified by the Kamath Committee. Under ECLGS 2.0 entities with outstanding credit above Rs 50 crore and not exceeding Rs 500 crore as on February 29, 2020, which were less than or equal to 30 days past due as on February 29, 2020 are eligible.
⚫SEBI look to ease curbs on NRI investment through FPI route. NRIs who aren't tax residents in India can invest in India focused offshore funds via the FPI route.
⚫The CBI has booked Delhi-based Amira Pure Foods Pvt Ltd and its top executives including promoter for allegedly cheating a consortium of a dozen banks led by Canara Bank to the tune of over Rs 1,200 crore.
The CBI after filing the FIR on the basis of a complaint from Canara Bank carried out a search operation at eight locations in Delhi and NCR at the premises of the accused named in the FIR.
⚫Delhi recorded 5475 fresh COVID-19 cases in a day, while 91 more fatalities pushed the city's death toll to 8811.

⚫FM assured the industry that momentum of economic reforms will continue to make India a hotspot of global investment.
⚫The Govt is planning to set up at least one e-charging kiosk at around 69,000 petrol pumps across the country with an aim to accelerate the uptake of electric vehicles. The Govt has taken several steps to promote electric vehicles which include reduction in GST to 5%, allowing delinking of battery cost of 2-3 wheelers from vehicle cost as it accounts for nearly 30% of the cost etc.
⚫Non-life insurers have seen a 14.5% increase in premium collection in the health segment between April and October this year, reflecting the need for health insurance in the country grappling with a surge in Covid-19 cases. The health segment has seen premium collection of Rs 32,879.39 crore compared to Rs 28,704 crore in the corresponding period last financial year.
⚫The Supreme Court pulled up Delhi and Gujarat for the recent rise in Covid-19 cases. It rapped the Gujarat Govt for allowing large gatherings. It asked all states to file affidavits on the steps taken so far by them in the next two days. The situation is likely to grow grim. All states must be prepared for the coming months,  We need to know the situation as on date, it said.

✒️ Delhi High Court has issued notice to the Central Bureau of Investigation(CBI) on *Bhartiya Janta Party(BJP) member of Parliament, Maneka Gandhi's plea challenging a trial court order rejecting its closure report in a graft case against her and two others and directing further investigation in the matter. 

✒️ Bombay High Court  has held that the National Company Law Tribunal has no jurisdiction to examine the legality or validity of action taken under the Maharashtra Protection of interest of depositors (In financial Establishment) Act, 2016 and it is only the designated court constituted under section 6 of the said act that will have exclusive jurisdiction to deal with the same.

✒️ Allahabad High Court has clarified that amendments proposed to section 166 (Application for compensation) of the *Motor Vehicle Act, 1988* are yet to be notified. Thus, the proposed limitation period of six months for filing a claim petition before the Motor Accident Claims Tribunal has not yet come into force.

✒️ Madras High Court has directed the authorities to permit all the Television Channels to cover the Festivals live and that there should not be any discrimination among the Television Channels, so as to enable the devotees to witness "Soorasamharam" as well as "Thirukalyanam" of "Lord Muruga"

⚫Despite the Govt's Make in India push, manufacturing made up 27.5%  of India’s GDP in 2019, the lowest in two decades. This makes India one of the least industrialised countries in Asia with the exception of Pakistan and Nepal.
⚫India plans to nearly double its oil refining capacity in the next five years, PM said, offering a much more aggressive timeline than previously despite the coronavirus pandemic blighting the economy.

GST Council panel for 2-pronged strategy to curb fake invoices

The Law Committee of the GST Council has suggested a two-pronged strategy to tackle the issue of fake invoices, sources said. According to people in the know, the panel has recommended that new or fresh registrations in GST may adopt an Aadhaar-like registration process under which new registration can be done online with live photo and use of biometrics with due verification of documents. Such facilities can be provided at banks, post offices, and GST Seva Kendras (GSK), just like the Passport Seva Kendras or the Aadhaar Seva Kendras. The GSKs can work on the pattern of the Passport Seva Kendras to provide new registration facilities with required checks on fake registration. According to sources, the Law Committee has suggested that a fresh registrant must go for compulsory physical verification and personal identification in case he or she opts for non-Aadhaar authentication-based registration process and does not have income tax return supported adequate financial capability.
In such a case, he or she may have to submit a recommendation letter by two taxpayers of adequate reliability.
Further, also, if on the basis of document supported credentials, a registrant or dealer falls in "trustworthy" category, then he or she can be given registration within seven working days.
If he or she is not in the "trustworthy" category, then conditional registration shall be given within 60 working days only after physical verification of the place of business wherein in such cases input tax credit to their buyers shall be allowed only after filing of their return and the dealers would be required to pay certain portion of their liability in cash instead of paying 100 per cent tax through ITC.
According to sources in the Department of Revenue, to weed out existing fake dealers from the GST system, the panel proposed full application of the Business Intelligence and Fraud Analytics (BIFA) tool for precise identification of riskier dealers based on the riskier input supply chain and outward supply chain, abnormal taxpayer behaviour in terms of ITC availment, tax payment for catching fake dealer and taking appropriate action, including enforcement.
It has suggested suspension of first lot of riskier traders and identification of such taxpayers on the basis of significant criterion including non-filing of return for six months, said sources, adding that the committee underlined that fact that there are about 6 lakh dormant registrants in GST.
It further proposed that no income tax credential be given if 99 per cent tax is paid through ITC. There were about 35,000 such dealers who were given registration in 2018-19 and 2019-20, having GST liability of more than Rs 50 lakh (yearly), and more than 99 per cent tax paid through ITC and have no credential in income tax (did not pay income tax even of Rs 1 lakh in last three years).
Sources said that in the Law Committee's opinion, once a dealer is suspended, he has to explain the discrepancy within the prescribed time limit for revocation of suspension.
The urgent need to work out certain modifications in the GST Rules is evident from the fact that within ten days of a nationwide drive against the GST fake invoice frauds, the DGGI and CGST Commissionerates have so far arrested 48 persons, including one woman and three chartered accountants, and have booked 648 cases besides identifying 2,385 entities, said people in the know.

⚫Home sales have risen to levels last seen before the lockdown in key markets, including Mumbai and Delhi, according to data compiled by rating agency Crisil. The note, released on Thursday, says some markets have seen even higher sales than before. Mumbai, witnessed sales which were 10-30% higher than the beginning of the year.
⚫Investments through participatory notes in the Indian capital market surged to Rs 78,686 crore at October-end, making it the highest level in 14 months, on enhanced global liquidity and measures taken by the Govt back home.
⚫India is set to see investments to the tune of around Rs 10,000 crore in three years to create infrastructure for using liquefied natural gas as a fuel for long-haul transportation. This will include the setting up of 1,000 LNG stations as well.
⚫Delhi recorded 7546 fresh COVID-19 cases on Nov 19, taking the infection tally in the national capital to over 5.1 lakh, even as 98 more fatalities pushed the toll to 8,041.

⚫Payments banks that intend to convert into small finance banks can do so with three years’ experience rather than five, according to the recommendations of a working group of the RBI.
⚫The SEBI proposed changes to delisting regulations to plug gaps in the existing framework and to enhance disclosures to help public shareholders take informed decisions.

⚫The cap on promoters stake in private banks has been proposed to be raised to 26% from 15% over a period of 15 years. For non-promoter shareholding, a uniform cap of 15% has been proposed up from 10%. Promoters can choose to bring down the holding to even below 26% at any time after a lock-in period of five years
⚫The country's foreign exchange reserves swelled by $4.277 billion to a lifetime high of $572.771 billion in the week ended Nov 13, RBI data showed.
⚫India is the second most hit country in the world after the US. The total confirmed case count in India has now crossed 9 million. 
⚫The Directorate General of GST Intelligence is likely to ask the ICAI to take necessary action against three CAs over alleged misconduct. These CAs were arrested in the GST fake invoice frauds during the nationwide drive in the last few days.

⚫India is among the few major nations among emerging and developing economies with higher inflation in Oct 2020 compared to pre-Covid levels. While the market expects headline inflation to ease to 4.2 in India in Q4 from 6.6% in Q2, inflation is estimated  to remain at 6% in Dec & Jan of the current financial year.
⚫The Fifteenth Finance Commission Chairman, said the combined public sector spending on health should go up to 2.5% of GDP by 2024. The call comes as the Covid-19 pandemic continues. The report outlines how the public private partnership model can address the deficit in  health infrastructure.
⚫The Govt collected Rs 72,480 crore so far under its flagship, Vivad se Vishwas direct tax resolution scheme, with over a month to go for the deadline.
⚫Small savings cross Rs 1-trillion mark in first 6 months. This is 25% more than last year, and 130% more than the average of the past five years.
⚫Delhi recorded 7486 fresh COVID-19 cases on Wednesday, taking the infection tally in the city to over five lakh, while 131 new fatalities, the highest single-day death count till date.

⚫India’s industrial activity returned to the growth territory in Sept after a gap of six months. Data released showed a small uptick led by recovery in consumer goods, electricity and mining sectors.The IIP grew by 0.2% in Sept on a YOY basis compared to a 7.36% contraction posted in August.
⚫The recovery in exports seen in Sept was short lived as outbound shipments contracted by 5.12% in October as the second wave of Covid-19 hit Europe and the US continued to reel from the pandemic's impact. Almost all high value items petroleum products, gems and jewellery, engineering goods or electronic goods contracted except for pharmaceuticals.
⚫The Govt’s move to allow primary or first sale of housing units costing up to Rs 2 crore at a price 20% below the stamp duty circle rate would enable real estate developers to liquidate their unsold inventory and also benefit homebuyers.
⚫India has reported 45343 fresh Covid 19 cases in the past 24 hours. The total caseload now stands at 87.73 lacs. Delhi recorded a spike of 7802 Covid-19 cases.

⚫A petition has been filed before the Supreme Court, which is likely to come up for hearing in the coming days, has sought life imprisonment for offences such as bribery, black money, benami property, tax evasion, money laundering, profiteering, grain hoarding, food adulteration, human and drug trafficking, black marketing and cheating.
⚫The UAE will extend its "golden" visa system which grants 10 year residency in the Gulf state to holders of doctorate degrees, medical doctors and also computer, electronics, programming, electrical and biotechnology engineers.
⚫Initial bids for privatisation of BPCL will close on Monday amid indications of supermajors UK's BP Plc, Total of France and Saudi Aramco unlikely to bid. The Govt, which is selling its entire 52.98% stake in India's second largest oil refining and marketing company, had on four occasions extended the date of putting in the preliminary EoI.
⚫Negative real rates in India and recovering growth alongside high inflation suggest its central bank has little room for more monetary stimulus, but policy is likely to stay accommodative, economists & analysts said.
⚫Delhi is witnessing a third wave of surge. On Sunday it added 7,340 Covid cases to take its tally to 482,170.
⚫As many as 25 persons including two kingpins and as many professionals have been arrested in last four days for allegedly issuing fake invoices for taking ITC under the GST regime. As many as 350 cases have been booked against 1,180 entities in the matter.
⚫Wholesale price index based inflation rate rose for the third straight month to an eight month high of 1.48% in October, from 1.32% the previous month. Economists say WPI data enforces the case for status quo in the policy rate by the RBI''s monetary policy committee.
⚫Heeding the call to boycott China from various quarters, Indian consumers have mostly stayed away from purchasing China made products this festive season. According to a survey, 71% of local consumers did not purchase goods that carried Made in China tag.
⚫BPCL disinvestment gets going with multiple EOIs, Reliance stays away. Aramco also not in fray; actual number bids not revealed but sources say three of four have been received.
⚫The Ministry of Information and Broadcasting issued a public notice asking entities involved in streaming of news and current affairs through digital media to comply with the Centre's earlier order permitting 26% FDI under the Govt approval route to such entities.
⚫Home Minister has asked the Delhi Govt to add up to 300 more ICU beds and double RT-PCR testing capacity as part of urgent steps to control the rising Covid-19 cases.

⚫PM made a fervent appeal to people to promote ‘local for Diwali’ big time and buy local products this festival season, saying it will give a new boost to the economy. He also spoke about the agriculture reforms introduced by the Govt, saying they will connect farmers directly to the market and “send middlemen out of the system”.

◆Wipro's Azim Premji & family have topped EdelGive Hurun India Philanthropy List 2020 with ₹7,904 crore in donations in FY20 for several causes. ◆Finance Minister Nirmala Sitharaman on Tuesday asked banks to ensure that all accounts are linked with Aadhaar numbers of customers by March 31, 2021. "By March 31, 2021, every account should have a PAN where needed and where applicable, and Aadhaar in every one of your accounts," she told banks. She also said that banks should discourage non-digital payments.
◆The Delhi High Court has sought Amazon's reply on a plea by Future Group alleging that Amazon was interfering in its deal with Reliance Retail with an interim order by a Singapore arbitrator. The court added the issue of suit's maintainability, raised by Amazon, would be kept open. Amazon had accused Future Group of violating a contract with Reliance deal.
◆Future Retail's lawyer Harish Salve told the Delhi High Court on Tuesday that Amazon knew about Kishore Biyani-led company's deal with Reliance Industries since June 2020, when the negotiations were ongoing. "Amazon has various falsehoods," Salve said, adding that one of them is Amazon claiming it didn't know anything about the deal until September 2020.

- Total value for such B2B invoices is capped to 50 lakhs per month

- No need to report invoices again in GSTR-1 if already reported in IFF

- Due date of GSTR-1 for quarterly filers is 13th of 1st month in next qtr

- HSN/SAC codes shall be mentioned mandatorily in GSTR-1 ( <5Cr- 4 digit, >5Cr- 6 digit)

GSTR-2 related:

- The invoices reported in IFF shall be made available to recipient in their GSTR-2A/2B

  The petitioner is working as Superintendent in the office of Commissioner of CGST, Rohtak. The petitioner and the other officials, in compliance of a public notice issued by the department conducted a raid in the premises of complainant & was found evading 6% tax of GST, therefore, he was directed to pay the tax. The petitioner and the other officials pressurised the complainant to pay Rs. 09 Lacs as bribe. The complainant, however, handed over Rs. 03 lacs in a polythene bag by keeping the same in the car of the petitioner and this fact is recorded in the CCTV.  
   
  The Central Board of Investigation (‘CBI’) also witnesses the incidence and had also arrested the co-accused with a huge unaccounted amount of Rs. 64 lacs from his house.  
   
  The Hon’ble High Court (‘HC’) dismissed the grant of the anticipatory bail as the petitioner is involved into the serious allegations and the custodial investigation is required.

⚫The BSE Sensex rallied 316.02 points to end at a record closing high of 43593.67, while the Nifty50 climbed 118.10 points to 12,749.20.The market gained for the eighth consecutive session with the benchmark indices hitting a fresh record high on November 11 as bulls seem to be not in a position to let the bears enter Dalal Street. The rally across sectors barring PSU banks pushed the benchmark indices higher.
⚫India approved an incentive program worth Rs 1.46 trillion to attract companies to set up manufacturing in the South Asian nation.The Govt will offer production linked incentives to 10 sectors including automobile, solar panel, specialty steel makers, textile units, food processing plants and specialized pharmaceutical over a five-year period.
⚫The Central Govt is likely to unveil another stimulus package focusing on stressed sectors, middle-income groups in urban and rural areas, and employment generation before Diwali. The measures are essential to bolster the pandemic hit economy. A reuters report said the Govt was planning to announce a fresh round of stimulus of about $20 billion this week.
⚫Delhi recorded its biggest single-day jump of 8593 COVID-19 cases.

⚫India's retail inflation rose to the highest in more than six years on account of elevated food prices. According to Consumer Price Index data released by the Ministry of Statistics and Program Implementation, inflation stood at 7.61% in October, the highest since May 2014.
⚫The finance ministry announced Emergency Credit Line Guarantee Scheme 2.0 under which stressed sectors can avail themselves of debt moratoriums for up to five years, which will help revive their pandemic hit co's and encourage them to invest in building new capacities.The ECLGS 2.0 will provide collateral free, additional credit at capped interest rates to firms in 26 stressed sectors identified by the KV Kamath panel in October.
⚫The Govt has provided another push to the infrastructure sector by announcing measures that could infuse liquidity both in companies and lenders. The Govt relaxed  EMD and performance security on Govt and public sector tenders, it will also put in Rs 6,000 crore as equity in the National Investment and Infrastructure .

⚫India’s benchmark indices logged their new all-time highs on Monday amid continued optimism around the US election results. The Sensex closed at 42,597, up 704 points, while the Nifty rose 197 points, to end at 12,461, extending the 5% plus gains posted last week. Indian stocks are expected to extend gains on Tuesday on the vaccine announcement, which came after market hours. 
⚫US drug major Pfizer and German biotech firm BioNTech have surprised the world on November 9 by announcing that their potential COVID-19 vaccine was found to be more than 90% effective in tackling the novel coronavirus.
⚫The market capitalisation of both India and the world has hit a record high of $2.23 trillion and $94.5 trillion, respectively. India has added $177 billion in just eight trading sessions. India surpassed its previous high of $2.22 trillion made on January 15.
⚫Delhi has been reporting its sharpest single day spikes in daily cases for several days now. On Monday, its tally reached 438,529 with an addition of 7745 cases.
⚫Bihar might be on the cusp of a major generational shift in politics as it braced for Tuesday's counting of votes for the assembly election, with most pollsters predicting a landslide for the five party Grand Alliance led by the young RJD leader.

⚫As the world awaits the result of the American presidential election, India said the global strategic partnership between the two countries have a very strong bipartisan support in the US, suggesting that the bilateral ties will not be impacted by the poll outcome.
⚫Petroleum,textiles, steel & automobile are some of the key sectors that could be the focus areas under the Supply Chain Resilience Initiative, which was launched by India, Australia and Japan in September. While the broad objective of the initiative is to promote, expand and diversify trade and investment, the specific action plans include digitisation of trade documentation, activities for promotion of trade, investment & identification of sectors for cooperation, among others.
⚫FM said increased digitisation will help in making better assessment of the country's economic growth and nudged tax practitioners to suggest their clients to shift towards digital modes of payments.
