⚫The Indian economy, severely hit by the pandemic, is projected to contract by a massive 10.3% this year, the International Monetary Fund said. However India is likely to bounce back with an impressive 8.8% growth rate in 2021, thus regaining the position of the fastest growing emerging economy.
⚫India has emerged as the leading choice for foreign direct investment, a latest survey of MNCs has revealed. The survey, conducted by the CII & EY found, India is set to become one of top three destinations for FDI inflow by 2025.the country’s market potential, skilled workforce and political stability are the three key reasons that make India their favoured destination.
⚫The Centre’s decision to fund the compound interest payment for small borrowers during six month moratorium period will come at a cost of Rs 6,500 crore.
⚫The Railways announced that it will operate 392 festival special trains between Oct 20 and Nov 30 in view of the upcoming festive season.

The Companies Act, 2013 has made it compulsory for certain companies to file their financials and documents in XBRL format with the Registrar of Companies (ROC). These companies are required to file their financial statements in e- form AOC – 4 (XBRL) with the ROC.

As per the Companies Act, 2013, following companies are required to file their financials and other documents in XBRL:

1. All public limited companies listed on a stock exchange in India and their subsidiaries.
2. All companies with a turnover of Rs. 100 Crore or more.
3. All companies with a paid-up share capital of Rs. 5 Crore or more.

Asian equities were set to slip on Wednesday as halted COVID-19 vaccine trials and an elusive U.S. stimulus agreement weighed on investor sentiment, while the dollar rose from Tuesday's three-week low as demand firmed for safe-haven assets. US stocks were mixed on Tuesday as the Dow and the S&P 500 closed lower and the Nasdaq notched up gains. All sectors in the S&P 500 index were lower on Tuesday driven down by losses in Real Estate and Financials, Consumer Staples was the best performing sector in a down tape.

Flipkart acquires 140-acre land at Manesar for Rs.432-Cr for logistics park

Flipkart has acquired a 140-acre land parcel at Manesar, Haryana near Gurugram to set up its largest fulfilling centre in Asia for INR 432 crore. 

The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has approved the allotment. Property consultant Knight Frank was the advisor to Flipkart for this project.  
 
Flipkart will set up a logistics park over the next 3-5 years, with a potential total built up area of 5 million square feet, to be developed in 2-3 phases. 

The development is expected to cost INR 3,500 crore and will create over 12,000 jobs.

✍️  KEY UPDATES:   From FM Nirmala Sitharaman’s press conference:-

1. FM Sitharaman introduced proposals to stimulate consumer spending. It included the LTC Cash Voucher Scheme and Special Festival Advance Scheme.

2.  Under LTC Cash Voucher Scheme, the government employees can opt to receive cash amounting to leave encashment along with 3 times ticket fare, to buy items that attract a GST of 12 percent or more.

3. The finance minister announced a one-time Rs 10,000 interest-free festival advance to all its officers and employees as part of plans to increase consumer spending to spur demand in the economy.

This Rs 10,000 advance will come as a pre-paid RuPay card, which can be availed and spent by March 31, 2021.

4.  The repayment of the interest-free festival advance will be in 10 installments. Rs 4,000 crore is likely to be spent on this.

5. A special interest-free 50-year loan to states for Rs 12,000 crore capital expenditure to be issued.

6. Out of the Rs 12,000 crore, Rs 1,600 crore will be given to north-eastern states and Rs 900 crore will be for Uttarakhand and Himachal Pradesh. Rs 7,500 crore will be for the remaining states. The remaining Rs 2,000 crore will be given to states that fulfill pre-stated reforms.

7.  The Rs 12,000 crore loan is over and above borrowing ceilings of the states and the repayment will be one bullet payment after 50 years.

⚫Consumer price index based inflation for September came in at 7.34%, from 6.69% in the previous month on account of rising food prices. This marks the highest level recorded in eight months, and well above the RBI’s target range of 2-6%. 
⚫The Index of Industrial Production declined 8% in August. Industrial activity bore the brunt of localised lockdowns and work restrictions in August, chipping away nearly a tenth of the factory output.
⚫Zero cash flows during Corona time spark fire sale of India Inc's assets. Not just mid & small sized firms, even big ones will either sell group co's or stakes in their listed entities to tide over crisis; more sell-offs seen in coming months.
⚫The GST Council meeting remained inconclusive for the second time after the Centre offered two options to states for compensating them for the loss of revenue under the indirect tax regime as there was no consensus on the issue.FM appealed to the Council and the states to quickly decide on the states which want to borrow. 
⚫In a bid to increase credit flow to small businesses, the RBI raised banks maximum aggregate retail exposure limit to entities with turnover up to Rs 50 crore to Rs 7.5 crore, up from Rs 5 crore.The risk weight of 75% will apply to all fresh exposures and also to existing exposures where incremental exposure may be taken by the banks up to the revised limit of Rs 7.5 
⚫Power supply was restored in most parts of India’s financial capital after its worst blackout in decades disrupted transport networks and briefly hit trading volume in bond markets.

Government may consider allowing India Inc to deposit GST on cash basis to help them tide over the liquidity woes during the COVID-19 pandemic, a PwC report said. It said while formalising its support strategy for the industry in the next phase, the government could also consider suspending GST payments for select sectors during the COVID-19 period.

All The  MSME Industries Need to Get Registered Under UDYAM REGISTRATION. The validity of UAM/EM PART II is till 31.03.2021 so it is advised  to get the new registration should be done before 31.03.2021. 

NCLT has further notified that the Regular Proceedings at NCLT shall now start from 02-11-2020 instead of 12-10-2020. The regular proceedings at NCLT Delhi were stopped immediately after the lockdown was announced on 24-03-2020. 

Reserve Bank has decided to move to the Next Generation Treasury Application (NGTA) for managing the country’s foreign exchange and gold reserves. The NGTA, according to the RBI, would be a web-based application providing scalability, maneuverability and flexibility to introduce new products and securities, besides supporting multi-currency transactions and settlements. 

SEBI has issued a Circular to extend the facility for conducting extraordinary meetings of unit holders INVIT’s and REIT’s through video conferencing or other audio-visual means under the InvIT Regulations and REIT Regulations.

⚫The monetary policy committee unanimously decided to keep policy rates unchanged in the bi-monthly policy meets for October, while the RBI said the worst was possibly over for the economy and the focus must now “shift from containment to revival.
⚫Accounting for the impact of the pandemic, real GDP in FY21 will fall 9.5%, the MPC noted in its statement. 
⚫The tax collection remains muted. Direct tax, net of refunds, contracted by 24 % as of Oct 8 to Rs 3.66 trillion compared with Rs 4.8 trillion in the corresponding period last year.
⚫The finance ministry said taxpayers are required to report in the annual GST return of 2018-19 only the values of transactions pertaining to that financial year.

📢 CBIC clarifies provisions of ITC availment restrictions (Rule 36(4) for February, 2020 to August, 2020 Instead of giving benefits, clarify by CBIC to mandatory follow Rule 36(4) without having parental law in force.

📢 Press Release: The taxpayers are required to report only the values pertaining to Financial Year 2018-19 and the values pertaining to Financial Year 2017-18 which may have already been reported or adjusted are to be ignored. It means whatever report, file on time till 31.10.2020. Aagain harsh on taxpayers in pandemic situation.

⚫Engineering Export Promotion Council of India claimed that shipping lines are demanding high freight charges as inward traffic from different countries, particularly from China, has declined for which the exporters are required to pay a higher amount for outbound consignments. Several trade bodies have urged the Centre to set up a regulator to deal with the rising freight charges, amid the problem of container shortages that exporters are facing.
⚫India's fuel demand in September rose for the first time since June as easing coronavirus restrictions supported economic activity and travel
⚫The RBI in an affidavit, filed before Supreme Court in the loan moratorium case, said that it would not be possible to give more time as a relief for sectors hit by the coronavirus pandemic. RBI said, a long moratorium exceeding six months can impact the credit behaviour of borrowers and increase the risks of delinquencies post resumption of scheduled payments.It may result in vitiating the overall credit discipline which will have a debilitating impact on the process of credit creation in the economy.
⚫The Directorate General of GST Intelligence's Gurugram Zonal Unit has arrested a Delhi resident on charges of setting up and operating fictitious firms on forged documents and passing fake ITC totalling Rs 190 crore through issuance of invoices without actual receipt or supply of goods and services.
⚫China has amassed more than 60,000 troops on India's northern border, US Secretary of State has said as he hit out at Beijing for its "bad behaviour" and the threats it poses to the Quad countries.

⚫Stocks markets are expected to continue their winning run in the short-term driven by hopes of more stimulus measures and stock specific action while investors would keep an eye on quarterly earnings by leading IT firms and macro economic data. A dovish RBI monetary policy and steps to boost liquidity in the banking sector to promote lending supported the market rally for the seventh consecutive day on Friday, which was the longest winning run in almost a year.

Amendment in Form 3CD for FY 2019-20 (AY 2020-21) tax audit w.e.f. 01.10.2020

The updation is mainly related to insertion for information under section 115BAA, 115BAB into the tax audit form.

1. in Part A, after serial number 8 and the entries relating thereto, the following shall be inserted, namely: –
“8a. Whether the assessee has opted for taxation under section 115BA/115BAA/115BAB?”
 
2. in Part B, – (I) in serial number 18, after clause (c), the following clauses shall be inserted, namely: –
“(ca) Adjustment made to the written down value under section 115BAA (for the assessment year 2020-21 only)
(CB) Adjusted written down value”;
 
(II) in serial number 32, for clause (a), the following clause shall be substituted, namely: –

⚫The Sensex regained the 40,000 mark after more than seven months while the Nifty got closer to the 12,000 level on optimism around a US stimulus package and a rebound in the Indian economy amid further easing of Covid-19 restrictions.  
⚫The Govt will soon launch a common data infrastructure of all farmers along with land record details for better reach of various farm schemes.This will act as a one-stop-shop for data, including access to finance by farmers, startups, and researchers for developing new apps, so that the benefits reach the grassroots.
⚫India’s robust double digit exports growth to China, coupled with sharp contraction in imports to $12.6 billion between April and August of FY21, from $22.6 billion in the year-ago period halved the trade gap between the two trading partners.
⚫The SEBI tightened norms on inter-scheme transfers for mutual funds, imposing conditions on when the facility can be used and placing greater accountability on fund managers deciding on such transfers.
⚫SEBI said listed co's should make efforts to maintain updated addresses and contact details of “designated employees” for one year after their resignation, under the digital database. Such data needs to be preserved by the company or intermediary fiduciary for a period of five years, as part of insider trading regulations.
⚫The IMD will release dynamic impact-based cyclone warnings for districts this season to help minimise economic losses and damage to property due to the intense weather system.

⚫India and Japan have finalised a landmark cyber-security agreement providing for enhancing cooperation on 5G technology, AI and critical information infrastructure as the two strategic partners vowed to further broadbase their joint efforts in ensuring a free and open Indo- Pacific initiatives
⚫CII President termed the recent high frequency data as “promising signs” of recovery in various sectors and hoped these, coupled with reforms in areas like labour and agriculture, will lead to a faster-than-expected rebound in economic activities. Resilience in the rural economy, helped by a buoyant monsoon and Govt spending, and an accommodative monetary policy environment is expected to spur economic activity.
⚫India has emerged as the global leader in real time payments, handling 41 million transactions per day. The real-time activity has further improved in the country, with volumes jumping more than twice this year and the transaction value increasing 80%.
⚫India has successfully provided metered electricity connections to 97% households, but barely 25% are aware of energy efficient appliances, said a recent report by the Council of Energy, Environment & Water. 
⚫India registered 78,467 new Covid-19 cases, taking the tally to 6,832,646. 
⚫According to a World Bank report, more than 150 million people may fall into extreme poverty throughout the world by 2021 as a result of the economic contraction caused by the novel coronavirus pandemic.

⚫The Centre approved 16 proposals from marquee brands, including makers of Apple devices, under two new flagship schemes, in a move expected to fetch Rs11,000 crore additional investments in local electronics mfg. In turn, this would imply production worth Rs 10.5 trillion over the next five years.
⚫Various e-commerce platforms have said that they have already reached the pre Covid levels in terms of the number of orders and expect the numbers to substantially rise in the next couple of months.
Local Circles said many businesses have been struggling due to the reduced sales and flattened revenues, but the festive season is likely to throw them a lifeline.
⚫The SEBI took steps to restrict retail investor participation in additional tier 1 (AT1) bonds — instruments which were in the news amid troubles at private sector lender YES Bank. The markets regulator said issuing AT1 bonds must be done compulsorily on the electronic book provider platform.Issuers and stock exchanges have to ensure that only qualified institutional buyers are issued these bonds. Further, the minimum allotment and trading lot size shall be Rs 1 crore.
⚫The UP Govt has decided to roll back its decision to privatise one of its five power distribution co's, following the protest by the employees of the power dept and discoms.
⚫On the coronavirus front, an increase of 61,267 was reported in the country’s total count of confirmed coronavirus cases.

⚫PM said that India will aim to become a global hub for artificial intelligence through technology based learning and skilling for workforce and students and help solve long-term issues such as climate change and pollution.
⚫The Supreme Court asked the Centre and the RBI to place on record the KV Kamath committee's recommendations on Covid-19 related debt restructuring, opening a new dimension in the ongoing case related to the interest waiver on loans during the moratorium period.
⚫High drama unfolded at the crucial GST Council meeting. At least 10 Opposition-ruled states resisted the finance secretary attempts to “abruptly” conclude the meeting in favour of the first option on the issue of compensation. 
⚫The Centre said procurement of kharif paddy has been going on smoothly and over 8 lakh tonnes has been purchased at MSP by paying Rs 1,511.13 crore to farmers in last nine days.
⚫US Centers for Disease Control and Prevention in an updated guidance said Covid-19 can spread through airborne transmission, a month after it took down a similar warning. It said some people could get infected by exposure to the novel coronavirus in small droplets and particles, or aerosols, that can linger in the air for minutes to hours.
⚫Chief of Air Staff did not rule out procurement of more Rafale jets, and said the induction of the French made multi-role aircraft has given the Indian Air Force an operational edge to strike "deep and hard".

⚫GST collection stood at Rs 95480 crore in Sept against Rs 86,449 crore in August. In a significant rebound, GST collection posted growth in September after six months of contraction, indicating a return to normalcy in economic activities after months of disruption caused by lockdown.
⚫The Indian pharma sector, currently valued at USD40 billion, has the potential to become a global pharmacy hub in the coming years, the Govt is extending production linked incentives for new manufacturing units in the upcoming bulk drug and medical devices parks.
⚫The insolvency law has led to a significant behavioural shift among borrowers as non repayment of loan is no more an option and ownership of a firm is no more a divine right.
⚫E-way bills hit a record high in September. More than 57.4 million e-way bills were generated in the month of September.
⚫The Centre has procured 1,04,417 tonnes of paddy worth Rs 197 crore in the past five days at MSP from Punjab and Haryana.The Govt possibly aims to send a message to farmers protesting against new farm laws that it has no intention of scrapping procurement at MSP.
⚫Dhanlaxmi Bank’s board has appointed a committee of directors to manage the day-to-day affairs of the bank. The development comes a day after the bank’s shareholders voted against MD and CEO.
⚫The CBI has booked Hyderabad-based Chadalavada Infratech Ltd and its Managing Director for allegedly cheating State Bank of India to the tune of over Rs 166 crore.
⚫The Govt announced the launch of an ambitious information technology project 'Sunidhi' to digitise all provident fund and pension related activities of the Coal Mines Provident Fund Organisation.
⚫India posted a trade deficit of $2.91 billion in goods in September. Merchandise imports contracted 19.60% in September to $30.31 billion from a year ago while exports rose 5.27% to $27.40 billion.
⚫Automobile manufacturers showed significant signs of recovery as they dispatched 13% more vehicles to dealers in September. Tractor sales also increased, indicating that a good monsoon is driving the rural economy. 
⚫NBFCs pin hope on festive season for revival in credit disbursals. Collection efficiency of non-banking lenders and housing finance companies picks up.
⚫India registered 79,705 new Covid-19 cases, taking the tally to 6,471,734. With a high level of recoveries, India was maintaining its global position as the country with the highest number of recovered Covid-19 patients.
⚫An effective vaccine is not likely to be available for the general public before the fall of 2021, according to experts working in the field of vaccine development.
⚫Goa airport expects to touch 75-80% of its flight handling capacity by December-end from the current figure of around 35%.
⚫PM inaugurated the strategically important 9.02-km Atal Tunnel, the world's longest highway tunnel which reduces the distance between Manali and Leh by 46 km and the travel time by four to five hours. The Govt deployed all its strength to develop border infrastructure, adding that never before has work been done at such a big scale, be it building roads, bridges or tunnels.
⚫Commerce and Industry Minister said that India has the capability to become a global player in many sectors and needs to scale up manufacturing activities.India can surely be part of the global supply chain and also a reliable partner, adding that building capabilities, scale and good manufacturing practices are the need of the hour.
⚫Bringing huge relief to individual and MSME borrowers, Centre told the Supreme Court that it would waive interest on the repayment of loans of up to Rs 2 crore.The move will provide relief to individual borrowers MSMEs during the COVID-19 outbreak.The waiver on interest would apply, irrespective of whether the borrower has availed of the moratorium in the categories of loans specified by the Govt.The waiving off interest on loans to every category would amount to a burden of Rs 6 lakh crore for banks.
⚫India’s death toll stand at 100,842. Even as the country crossed this grim milestone, there was a drop in single-day jump in total coronavirus cases – to 79,476 from 81,484 a day before. 
⚫India conducted  1132675 coronavirus tests, and had a test positivity rate of 7.0%.
⚫The states and UTs that have seen their biggest respective single day spike in total cases today are Kerala, West Bengal, Rajasthan, Manipur and Meghalaya .
⚫The Centre said about 5.73 lakh tonne of paddy worth Rs 1,082.46 crore has been purchased at the MSP in the last eight days from key growing states like Punjab and Haryana. Besides paddy, cotton procurement has also begun from October 1. 
⚫The GSTN has clarified that carrying physical copies of e-invoices, mandatory for co's having an annual turnover of Rs 500 crore, is not required during movement of goods. Instead, it is sufficient if the QR code having invoice reference number is produced electronically for verification by the proper officer.
⚫The finance ministry said the festive months were expected to further boost economic growth after high frequency indicators showed improvement. It, however, cautioned that the spread of Covid-19 and an increase in precautionary personal savings posed risks to the prospects of economic expansion.  
⚫Regional rural banks as a group reported net loss of Rs 2,206 crore in the fiscal year ended March 31, 2020, as against Rs 652-crore net loss in FY19, according to Nabard.
⚫India's COVID-19 caseload went past 6.5 million, with 75,829 people testing positive for the infection in a day.
⚫All schools in the national capital will remain closed till Oct 31 in view of the COVID-19 pandemic.

GST Updates:

42nd GST Council Meeting Recommendations:

⚛️ Quarterly filing of GSTR-1 & GSTR-3B for taxpayers with aggregate turnover of less than Rs. 5 Crores from 1st January, 2021. However, payment of tax would be made monthly through challan. 
⚛️ For the taxpayers filing quarterly returns as above, a facility to only upload outward supply invoices would be provided.
⚛️ For taxpayers with aggregate turnover of more than Rs. 5 Crores, HSN code to be mentioned at 6-digit level and for those with aggregate turnover of less than Rs. 5 Crores making B2B supplies, HSN code to be mentioned at 4-digit level.
⚛️ Further, for notified classes of supplies, 8 digits is required to be mentioned.
⚛️ From 1st January, 2021, refund would be disbursed to only those bank accounts which are validated with PAN and Aadhar. Further, refund applications can now be signed through Aadhar authentication via OTP.
⚛️ Satellite launch services are to be exempted to promote start-ups making satellites.
⚛️ With respect to compensation to States with revenue shortfall, another meeting would be held on 12th October 2020 to reach ultimatum.

⚫A bill that provides for a slew of amendments to the companies law, mainly to decriminalise various compoundable offences, has received assent of the President.
⚫The RBI deferred the implementation of the capital conservation buffer requiring banks to set aside additional reserves of 0.625% by a further six months due to the COVID-19 pandemic.
The implementation of the regulations was to happen by September 30, and the same has been now deferred to April 1, 2021.
⚫The I-Tax dept issued guidelines for applicability of TCS provision which requires an e-commerce operator to deduct 1% tax on sale of goods and services with effect from October 1. The Finance Act, 2020 inserted a new section 194-O in the Income-tax Act 1961 which mandates that with effect from October 1, 2020, an e-commerce operator shall deduct income tax at the rate of 1% of the gross amount of sale of goods or provision of service or both, facilitated through its digital or electronic facility or platform.
⚫Despite many efforts by the Govt to boost credit supply by offering many a scheme to MSMEs and other priority sectors, the same has plunged to a low 1.9% in the June quarter from 10.2% a year ago.
⚫India registered 80,500 new Covid-19 cases, taking the tally past the 6.2-million mark. According to ICMR's second sero-survey findings, one in 15 individuals aged 10 years and above were estimated to be exposed to SARS-CoV2 by August, showing that a considerable population in India is still susceptible to coronavirus.

As per entry no. 19A and 19B of notification no. 12/2017-Central Tax (Rate) as amended by Notification No 21/2019 Central Tax (Rate) dated 30th September 2020, “Services by way of transportation of goods by a vessel and aircraft from customs station of clearance in India to a place outside India” meaning export freight is exempt from GST until 30th September 2020. 
And accordingly today is last date of relaxation for GST on ocean freight and air freight in case of export of goods and government have not yet come with any clarification on this matter. Therefore, it is advisable to consider the impact of GST on ocean freight as well as air freight for all the transactions affected with effect from 1st of October 2020 until government comes up with any further clarification on this matter.

Rate of GST on these two category of services will be as under;
1. Ocean Freight [Vessel] :-  5%
2. Air Freight [Aircraft] :- 18%

Various announcements regarding E Invoicing under GST on 30.09.2020

1. Press release: Invoice Reference No(IRN) can be generated with in 30days for the invoices generated during the month of October. Accordingly a big relief for E invoice process to be implemented as per rule 48(5) w.e.f. 1st of October 2020 as penalty u/s 122 has also been relaxed in such cases.

2.  Notification No. 70/2020: Amendment has been made in earlier Notification No. 13/2020 dated 21st Mar'20 issued w.r.t E-Invoice in relation to followings:

i).  FY for which aggregate turnover is to be checked. Now, it is 'any preceding FY from FY 2017-18 onwards' instead of 'a financial year' meaning thereby that if the T.O of any taxpayer was more than Rs. 500 Crs in any  preceding FY from FY 2017-18 onwards then E-Invoice will be applicable.

ii) Further, earlier the mandate to prepare E-invoice was for B2B transactions though by way of FAQ's it was clarified that export invoices are also covered. Now, the same have been regularised by way of this notification adding the words 'or for exports' also after the words ' goods or services or both to a registered person.

3. Notification no 71/2020: Requirement of dynamic QR code for B2C invoices deferred till 1st of December 2020

4. Notification No 72:

I) Under rule 46 which prescribed mandatory particulars to be mentioned on the invoice, QR code having enabled IRN in case of B2B invoices shall be part of mandatory particulars of this rule.

ii) In rule 48(4) which prescribe manner for isuing e invoice, power has been given to commissioner to exempt any registered person for issuing of e invoice for a specified period by way of notification.

iii) In Rule 138A_ In case of e invoice transporter can produce IRN and QR code electronically for verification by Proper officer instead of physical copy of tax invoice.

⚫Core sector output contracted for the sixth consecutive month at 8.5 % in August, indicating that economic recovery has slowed on a sequential basis. The figures showed seven of the eight industries in the core sector continued to contract in August.
⚫The Govt’s fiscal deficit remained above the annual target for second month in row at the end of August, mainly on account of the impact of lockdown on revenue collections.The fiscal deficit during April August was at 109.3 %  of the annual target estimated in the Budget.

⚫PNB reported a borrowal fraud of Rs 1,203.26 crore in the NPA account of Sintex Industries Ltd.
⚫The amendments to the Motor Vehicles Act will come into force from today.

From 1 October 2020, many rules are going to change, Motor vehicle rules, Ujjwala scheme, health insurance, credit and debit card rules are changing from tomorrow. So it is important that you know about them in advance. Let us know what is going to change from October 1*

1) No physical verification of documents like Driving License and RC

The tension of keeping a hard copy of documents like RC and driving license together while driving is going to end. Now you can drive a vehicle with only a valid soft copy of these documents attached to the vehicle.The Ministry of Road Transport and Highways has issued notification of various such amendments made in the Motor Vehicles Rules 1989, which will come into effect from October 1. In a step towards easing commuter convenience, the central government is set to digitise documents including maintenance of vehicles, driving licences and e-challans that will now be done through an information technology portal from 1 October 2020. Drivers can maintain their vehicular documents on Central govt's online portal like Digi-locker or m-parivahan.

2) Mobile phones only for route navigation

According to the amendments made in the Motor Vehicles Rules 1989 by the Ministry of Road Transport and Highways, you will now be able to use mobile for route navigation in such a manner that it shall not disturb the concentration of the driver while driving.

3) LPG connection will not be free

Under the marque Pradhan Mantri Ujjwala Yojana (PMUY), the process of getting a gas connection for free is ending on 30 September 2020. The Union cabinet had approved an extension till end September for availing free cooking gas cylinders under PMUY.

4) 5% tax will be levied on foreign fund transfer

Any amount sent abroad to buy foreign tour packages, and every other foreign remittance made above ₹7 lakh, will attract a tax-collected-at source (TCS) beginning 1 October unless tax is already deducted at source (TDS) on that amount. While the tax on foreign tour packages will be 5% for any amount, for other foreign remittances the tax will kick in only for the amount spent above ₹7 lakh.

5) Sweet sellers will need to display 'best before date

Sweet shops will now have to declare the 'best before date' of non-packaged or loose sweets available in their shop. Food Safety and Standards Authority of India (FSSAI) has directed the sweet shop owners to adhere to the protocol from 1 October.

6) New health insurance rules to be implemented

The changes in the health insurance cover have of course being introduced in the aftermath of Covid-19. The prices for premium health services will eventually rise. The new health insurance rules to be introduced post-Covid-19 inclusion will make 17 permanent illnesses outside the cover.

7) Buying television sets can be expensive

Open cell panels will attract 5% import duty from 1 October, with the government saying that a duty exemption expiring at the end of this month will not be extended . As part of 'Atmanirbhar Bharat' the government is keen to expand domestic production capacity for open cell panels so that imports can be curbed. The one-year exemption given to the item expires today, 30 September.


8) RBI’s new credit and debit card rules

The Reserve Bank of India (RBI) has issued new guidelines to secure debit and credit cards. These changes will be effective from 1st October 2020. According to the new guidelines, card users will now be able to register opt-in or opt-out of services, spend limits, etc. for international transactions, online transactions as well as contactless card transactions.

9) FSSAI bans blending of mustard oil with any other cooking oil

Food regulator FSSAI has banned blending of mustard oil with any other cooking oil with effect from October 1. In a letter to commissioner of food safety of all states and Union Territories, FSSAI said the "blending of mustard oil with any other edible oil in India has been prohibited with effect from October 1, 2020."

10) New Tax Collected at Source (TCS) regime

The Income Tax Department issued guidelines for applicability of TCS provision which requires an e-commerce operator to deduct 1 per cent tax on sale of goods and services. The new Tax Collected at Source (TCS) regime will come into effect from October 1 . New information in 26AS:

Central Board of Direct Taxes has now authorised Principal Director General of Income Tax (Systems) or Director General of Income Tax (Systems) to upload information related to GST Returns in the Annual Information Systems in Form 26AS within 3 months from the end of the month in which information is received by him. 
2. Thus GST Returns related information would now be available in Form 26AS on the Income Tax site making comparison between Income Tax filings and GST filings easy for the Income Tax authorities. 
3. The necessary  procedures, formats and standards for the same, shall be specified by Principal Director General of Income Tax (Systems) or Director General of Income Tax (Systems).
