1. CBIC will quote a computer-generated document identification number (DIN) for its communications with taxpayers starting Friday. The system, which is expected to bring transparency and shield taxpayers from harassment, has already been implemented by the direct tax department.
2. Reserve Bank Governor Shaktikanta Das said it is closely monitoring the situation at scam-hit PMC Bank and a forensic audit is underway. Punjab & Maharashtra Cooperative Bank (PMC Bank), among the top 10 urban cooperative banks in the country, was placed under an RBI administrator on September 23 for six months due to massive under-reporting of dud loans. "PMC Bank situation is being closely monitored. Forensic audit is underway in PMC Bank case," Das told reporters after a meeting of the Financial Stability and Development Council (FSDC) here.
3. SEBI Chairman Ajay Tyagi said on Friday that a probe on IT major Infosys was underway following a whistleblower complaint against the company's top executives last month. “Probe on Infosys is going on,” he told reporters on the sidelines of a CII event.
4. OECD unveiled for public consultation a proposal on taxation of digital companies. It seeks to use financial accounts as a starting point for determining the tax base and provide guidance on the extent to which an MNC can combine income and taxes from different sources in determining the effective tax rate on such income.
5. ICAI exam-9th Nov all examinations of the ICAI namely Foundation Paper 1, Final Paper 5, IRM Paper1, Intl taxation and DISA AT Paper scheduled for Saturday, November 9th 2019 on all India basis and abroad stand postponed to a later date which shall be announced separately.

For Section 34 application, cross-examination of persons swearing to the affidavits should not be allowed unless absolutely necessary
The legal position under Arbitration Act is clear that Section 34 application will not ordinarily require anything beyond the record that was before the arbitrator and that cross-examination of persons swearing in to the affidavits should not be allowed unless absolutely necessary.

Multinational technology and digital companies may have to cough up a minimum level of corporate tax, bringing an end to the popular practice of lowering or avoiding taxes by setting up entities in low-tax jurisdictions.
Mandatory requirement for generating a computer generated Document Identification Number (DIN) by the GST Department on the body of any communication by any officer under the Board to a taxpayer or any other person on or after 8th day of November 2019 in the case of Search, authorization, summons, arrest memo, inspection notice and letters issued in the course of any enquiry.
Punjab & Haryana HC directed the respondents to permit the petitioners to file or revise where already filed incorrect TRAN-1 either electronically or manually statutory Form(s) TRAN-1 on or before 30th November 2019. The Respondents are at liberty to verify genuineness of claim of Petitioners but nobody shall be denied carrying forward legitimate claim of CENVAT / ITC on the ground of non-filing of TRAN-I by December 27, 2017.
Sebi extended till March 2020 the timeline for second phase implementation of the Unified Payments Interface (UPI) facility for retail investors applying for shares in public issues. The second phase was to be implemented from July 1, 2019.
